house Bill H. Joint Res. 146

Should the Constitution Prohibit Congress From Getting Paid During Shutdowns?

Argument in favor

It’s unfair that members of Congress — whose job it is to run the government — can be paid during a government shutdown, when the government isn’t fully functioning because they’ve failed to do their jobs. Members shouldn’t be paid at all for days when the government is closed.

No work no pay. Including the President of the US.

If Federal workers can’t paid then Congressional members should not get paid. The President also!

Possibly, but only if the President also isn't paid during shutdowns.

Argument opposed

Past efforts to amend the Constitution to not pay Congress during shutdowns have failed, and there’s no reason to think this attempt would be any more successful. Additionally, many members of Congress are independently wealthy, so this wouldn’t impact them..

The US Constitution should be amended ONLY for issues at the core of democracy. NOT procedural issues. Besides, an amendment would take a vote from Congress. They’re not likely to relinquish their paychecks. Not a single one.

Let’s get real. We don’t need a Constitutional Amendment to prevent Congress from getting paid during a shutdown. We just need a law. But it should also prevent the President from being paid and ensure no funds are paid for travel for any Member of Congress or the President. Maybe also stop the payment of phone bills for the President and Congress and don’t use government funds to pay for food and utilities in the Capitol Building and White House.

Denying pay for representatives can be used as a political tool to force them to make votes due to financial hardships Instead of the will of constituents. Add to that, they are not furloughed and continue to work during a shut down.

Definitely. This bill should also address pay freezes. If Federal employees have their Cost of Living increases frozen, so should the Legislative, Executive and Judicial Branches.

If the government is shut down they aren’t doing their job and don’t deserve to get paid.

Absolutely. They should be the very first to feel their actions, or lack thereof.

People who have privilege can find it difficult if not impossible to understand those who don’t. With so many of us living from paycheck to paycheck, shut downs are an overwhelming burden that those who are not wealthy should never be asked to bear. Yes, if government produces a shutdown, Congress too should feel the effects.

“Additionally, many members of Congress are independently wealthy, so this wouldn’t impact them..” Me: Oh. I didn’t know that. Do they all have side jobs or what? Turns out they are ALL super wealthy. So, no, none of these people will feel the pain of a missed pay check. “At the high end of that group are 10 House members and three senators worth more than $43 million, which the Fed calculates as the richest one-tenth of 1 percent of the population.” -Roll.com “The total wealth of all current members was at least $2.43 billion when the 115th Congress began, 20 percent more than the collective riches of the previous Congress, a significant gain during a period when both the Dow Jones industrial average and Standard & Poor’s 500 index rose slightly less than 10 percent.” - Roll.com I feel sick.

Not only should they not get paid but when they drag their feet to put into action what the people have elected them to do they lose their pensions. Term limits. 8 years tops. No more lifetime positions.

Absolutely it’s their fault for not taking care of business in a timely manner. They shouldn’t be receiving pay or benefits for not doing their job properly. In a business they would be fired. Next election we should keep in mind their failures to pass a budget. Kicking the can down the road is not good policy.

It will hurt younger people while not bothering the old geezers who have their millions, yachts and dirty money. In principle I like the idea but in practice with current conditions- withholding pay from congress members during shutdowns isn’t practical. And this is absolutely not a matter for constitutional amendment! Constitutional amendments are not for procedural matters.

Yes If they refuse to do their jobs and decide to put other federal workers out of a job then why should they be paid to do nothing? No pay till they put people over power and eho of their Party

Yes. Congress should not get paid, if their poor performance and inability to perform their responsibilities causes federal employees to not get compensated. Also, if a specific person or group willfully creates a shutdown, that person or group shall pay a fine of 10% of their annual compensation for every day that the shutdown exists. This will include executive branch and also those whom do not take a salary, will still have to pay the fine based on what their compensation would be.

If close to a million American citizens go without pay while congress squabbles then congress should go without until they can come together and do what we pay them to do.

Perhaps that will give them incentive to do their damn job! Agree that it should not be a Constitutional Amendment. Isn’t there any other way? Right on, Daryl!

Not only should they not get paid we should change how they get paid! They Should be put on an hourly wage like most of us are and use a timeclock to check in and out so there is a record of the hours they worked. There should be a time lock in the House and Senate and anotherat their offices for them and the people who work for them. Doing that would put a stop to them saying that Congress is in session and then leave to do what ever they want. Also an hourly wage would be more honest as it would make them really work for their pay which as we know they really are not working for their pay now they are too busy playing at being a congress person while their friends are writing up the bills for them to put forth in Congress for them to get our tax money for what ever they wan, yes this is true they do just that! They should not get one thing free from us , like hair cuts a free gym ect! These are just a few things that should change so they are doing their job not playing like they are doing the job when they are not doing anything but looking to ruin America!

Tough luck on that! Where in the constitution does it say to Shut Down The Government? Where in the constitution does it say that we should have an overly bloated system with hundreds of thousands of federal workers! This not what the founding fathers envisioned. In fact senators and congressional reps are only part time positions as well! They meet at certain times of the year to debate Nd vote on bills as they were simply written and to be understood by ordinary people that could read and write themselves! Not by attorneys that write bills in complexity so that the average American that reads and writes in English cannot understand it themselves! How Dare You! How Fare You All Damned it! I wore a uniform and served this Republic if it is indeed one anymore! All of you uneducated lazy liberal punks gotta go! Just shut up and go!

Not sure whether it takes an amendment to the Constitution or not, but there needs to be a consequence to the members of Congress for not doing their job, whether that be a no pay for the days that the Government is closed or a fine per day, which may be easier to get approved.
