What is it?

This bill (a “continuing resolution” or CR) would avoid a lapse in funding for certain federal agencies and programs that was set to occur on December 7, 2018 by extending funding for two weeks through December 21, 2018. It would prevent a partial government shutdown that would otherwise impact agencies funded under seven of the 12 annual appropriations bills, which represent roughly 30% of the federal discretionary budget. (Agencies funded under the Defense; Energy & Water; Labor/HHS/Education; Legislative Branch; and Military Construction/Veterans Affairs appropriations bills are fully funded through September 30, 2019.)

Other programs extended through December 21st include:

  • The National Flood Insurance Program;

  • The Violence Against Women Act;

  • The Temporary Assistance for Needy Families (TANF) block grant.

In-Depth: Introduced by House Appropriations Committee Chairman Rodney Frelinghuysen (R-NJ), this bill is a blanket, two-week extension of federal programs that were set to run out of funding on December 7, 2018 and is expected to pass both chambers of Congress on voice votes.

Congress had expected the focus of this week to be a debate funding under the remaining appropriations bills, including for border security. But lawmakers chose to postpone that showdown after the death of President George H.W. Bush and to avoid distracting from ceremonies honoring his life and legacy that were held in the Capitol and in Washington D.C.

    Congress shenanigans is a apropos tag for this. This annual threat of “government shutdown” is getting really old. Pass that auto-continuation funding bill so that this ridiculous farce doesn’t keep occurring. We are sick of it already. Do your job.

    That is great that it passed, but the government should do its job and pass a balanced budget. This is ridiculous that they keep passing short term budgets to keep the government open, but can't get a balanced budget passed. Start working for the American people and not your political party.

    As a federal employee this is frustrating. We have contractors who they are leaving in the wind; because the manchild in office wants a wall. A wall that already exists and isn't stopping illegal immigrants. So for goodness sake, get on your job Congress! I wish I can shut down my division due to money issues, but I can't.

    I don’t know which way to go with this exactly, but honestly there is one party deliberately delaying making decisions and cooperating with issues that are fundamental to keeping the country moving and they are willing to sacrifice anyone and anything to get their fucking wall at all costs. They are NOT interested in the will of the people. They want to impose their will on the people. Extending it another two weeks will just give the ramrodding corporate neocons more room to impose their will and bully well intentioned people into submission over agendas that are not good for human beings that are citizens of this country. They all suck, but the soulless trans humanists who want everything for themselves and to go to their favor and their favor only are the most insidious of the politicians at the moment. Trumps radical attempts at becoming an isolationist country is just consolidating the puppet masters’ agenda to convert us into another Nazi totalitarian society or the next sicker crueler version of it. If we aren’t connected to the rest of the world, we will be force-fed the garbage these people tell us and not be able to use our own minds to compare notes with the rest of the world. My generation will be the last generation that remembers the difference between weaponized and nonweaponized information. It’s so sadistic and the notion that the blatancy of these tactics isn’t alarming, when it would have been not too long ago, like in the 80’s, is a testament to how weaponized media has become. That’s how important it is that this wall doesn’t go up. Remember the Stranger Danger campaign in the 70’s? It’s the danger of the ‘other’, right? When we all know that more than 90% know their sexual assailants and quite frankly murder falls in the same category.

    The only reason I am supporting this bs is because our Congress is deadlocked by an artificially antagonistic opposition based on ideology and is incapable of properly doing the business We the People elected them to do. In January of 2018, if the Democrats can keep their heads on straight, we will begin the very early stages of a progressive agenda that may, if they do it right, lay the groundwork for a more balanced power within the legislative branch, and a resulting improved balance of power between the legislative and executive branches or our government. Newly elected House members are numerous enough to bring pressure to bear on the aging and corporate financed liberal Party majority, and I see the potential for coalescing the Party behind a more progressive agenda that meets the needs of a majority of the American people. Until the balance of power between and within the Branches of government has been restored, we will continue to see these stupid budget games being played. Once the balance has been restored, We the People will need to make a concerted effort to demand a cessation of the tactic of using the threat of interfering in the annual federal budget approval mechanism for political gains. We can do this. We WILL do this.

    There is zero need or justification for a government shutdown, ever. The US government is more than capable of meeting all it fiscal responsibilities, but this conservative/libertarian meme has gone far enough. Cut defense spending and have more than enough funds to cover all public expenditures. But we'd rather build walls and bomb brown people than take care of our own poor and disadvantaged. It's disgusting.

    The government is under complete Republican control, yet has been dragging its heels to come up with a comprehensive budget without wasteful spending. Previously, during the Obama administration, Republicans blocked any efforts for him to do the same, by objecting to increases taxes for the wealthy and tax breaks for the middle class. Now it is an unnecessary border wall that is blocking a budget agreement...border security, yes...wall, no. Democrats need to stand their ground, hold down needless, wasteful spending, but keep the government running. Republicans need to realize that their tax scam has increased the deficit, while decreasing revenue, mostly from corporate tax cuts. Budget resolution must come with a reversal of their tax scam, putting real money in the pockets of the 98% who stimulate the economy from the bottom up. Corporate profits increase as a result. They just have to compete for consumer dollars, creating a healthy economy.

    I'm fed up with this bullshit of partial shutdowns of our government. If our lawmakers and the useless occupant of the White House would just balance the budget once and for all, we wouldn't have this problem. THE GOP HAVE BEEN USELESS FOR FAR TOO LONG AND HAVE INCREASED OUR DEBT EXPONENTIALLY. EITHER DO YOUR JOBS OR GET THE HELL OUT OF OFFICE.
