house Bill H. Joint Res. 1

Funding the Dept. of Homeland Security Until February 8th With No Money for the Border Wall

Argument in favor

This bill would allow the Dept. of Homeland Security to be fully operational through February 8th without new funding for the wall while Congress and the White House try to reach a deal on border security. It’s irresponsible to allow such a crucial agency be impacted by a shutdown.

Simply put, WALLS DON’T WORK. The massive Great Wall of China was built to keep out its enemies. It didn’t. The Maginot Line built on the border between France and Germany after World War I didn’t accomplish its goal, either. When Hitler invaded France, he just went around the end of these concrete fortifications where they ended at the border with Belgium. Much later, Secretary of Defense Robert McNamara was ridiculed for proposing a sophisticated electric fence along the 17th parallel between North and South Vietnam. “But Mr. Secretary, won’t Ho Chi Minh just skirt the end of the fence where it ends at the border with Laos?” Duh. Face it, the only wall that’s had even mild success was the Berlin Wall, and that’s only because it was relatively short and vigilant East German border guards were always nearby to shoot anyone attempting to scale it. People still escaped. Even the Korea DMZ the most heavily militarized zone in the world, which is 2.5 miles wide, 160 miles long, has multiple layers, and is staffed with 20 THOUSAND troops on the South Korea side ALONE sees more than a thousand people successfully fleeing across it each year. (Never mind the rest of the North Korea borders) President Donald Trump’s ridiculous “wall” would be easily neutralized by a determined and desperate immigrant with an inexpensive 20-foot-long rope or a even less expensive shovel. As it is, most simple come in legally and just stay already. Is there no influential Republican leader who will summon the courage to tell the wannabe emperor that he has no clothes?

Russia is building hypersonic missiles for “defense,” ... and trump is building a wall and making crayon drawings of space force. He’s not up to the task of commander in chief and never will be.

Not a dime for the wall, or fence, or slatted pointy metal posts. Use the $1.3 billion in this bill for more people to process asylum claims.

Argument opposed

This bill has no chance of becoming law, and if Democratic lawmakers are serious about reopening agencies impacted by the partial government shutdown they need to make a deal that gives President Donald Trump more border security funding.

Border control is an integral part of Homeland Security. This measure is like funding a firetruck with no hoses. Who CARES if you have lights and sirens if you can't fulfill the most basic functions?!? It *is* very on brand for Progressives to spend a GREAT deal of time, energy, and money to create the APPEARANCE of taking action, without ever actually *solving* anything. After all, if they ever FIXED something you wouldn't need to continue to give them money and power now would you.

What is House Bill H. Joint Res. 1?

This legislation would fund the Dept. of Homeland Security (DHS) at current levels through February 8, 2019 and restore lapsed funding, allowing the agency to fully re-open. It wouldn’t provide any additional or new funding for border security.

Impact

Congress; and the Dept. of Homeland Security.

Cost of House Bill H. Joint Res. 1

A CBO cost estimate is unavailable.

More Information

In-Depth: Incoming House Appropriations Committee Chairwoman Nita Lowey (D-NY) will introduce this bill to fund Homeland Security through February 8th in conjunction with a bill to fund the rest of the government and end the partial shutdown:

“Responsibly funding the federal government is one of the most important duties of Congress. This legislation fulfills that responsibility, reopens federal agencies shuttered by the Trump Shutdown, and ensures that the federal government is working for the American people. When the 116th Congress convenes Thursday, our new Democratic majority will take the first step to ending the Trump Shutdown by passing this legislation, which has already garnered strong bipartisan support in the Senate.”

President Donald Trump dismissed this proposal, arguing that it doesn’t do enough to secure the border:

“The Pelosi plan is a non-starter because it does not fund our homeland security or keep American families safe from human trafficking, drugs, and crime.”

AKA

Making further continuing appropriations for the Department of Homeland Security for fiscal year 2019, and for other purposes.

Official Title

#45 has vowed to Veto any bill that doesn’t include $5.6 billion for his useless Wall. Why doesn’t the Senate accept the Veto and override his tantrum by a 2/3 vote? Sen. Mitch McConnell has said he won’t even bring a bill to the Senate that #45 won’t approve. Sen. McConnell, our Forefathers built our democracy on a balance of power; for the very reason of stopping someone to hold our government hostage. That is exactly what the Bozo-in-Chief is doing. The Senate can STOP #45’s tyrannical posturing. The part time resident at 1600 Pennsylvania Avenue adores having all cameras focused on him, proving that he does not care that thousands of Americans are not being paid. A majority of Americans DO NOT WANT THE WALL. Therefore, representatives should vote based on the wants of their constituents

My reason for voting yes is quite simple, I'm a DHS employee and am currently working without pay. I would like to be paid so I can pay all my bills in a timely manner and not incur additional charges.

Walls seek to divide, what we need is to come together. Many of the asylum seekers home countries are wrought with issues due to situations the U.S. caused or exacerbated, they shouldn’t be punished for seeking a better life for themselves or their families. Do not use taxpayer money to build a wall, instead use that money to bridge gaps, fix our crumbling infrastructure, and take of the less fortunate.

We are a household directly affected by this and the stress is too much. Please do something that makes it illegal to shut government down - all politicians in dc need to stay in dc and do their jobs until it’s done. This is all total shit right now. No company would get away with it if their board couldn’t agree on the budget so they tell employees “well you don’t get paid because the children on the board can’t do their jobs.” Just do your job and get this passed.

We don’t need a complete border wall. We need border security, but not a 6 billion dollar wall. Fund increased security, improve the wall where needed (Nogales for example) and improve our immigration policies. NO BORDER WALL!

If anyone ever doubted that Donald Trump was a massive Idiot he just proved it to the world. Is vacillating definitions of the wall what the wall could be with the wall could be made out of how big the wall could be Is to put it bluntly asinine. I think the idiot has listen to too much Pink Floyd only the brick in the wall is the brick in his head. This man has to go every day he defines the word idiot, and failure. He has to be the worst president this country has ever had the misfortune to see.
