Should Congress Try to Block the Use of Military Force Against Iran?

Argument in favor

President Donald Trump’s decision to eliminate Iranian General Qassem Soleimani through the use of military force was disproportionate and raises the risk of an escalation in tensions between the U.S. and Iran into an all-out war. This resolution would make it clear that the president must receive authorization from Congress before starting a protracted war with Iran without undermining the military’s ability to defend itself.

Any action has consequences that must be considered and carefully planned for. Just because an action is legal, just because an action is righteous, just because an action is expedient does not mean that it should be taken or even permitted to be taken if the consequences of that action can result in undermining our geopolitical interests, exposing our country to undue risk, or risk attainment of major American goals. The Soleimani strike conducted where, when and how is was conducted, was impulsive and frankly stupid. The easily foreseen consequences are a newly-unified Iranian people in their hatred of American imperialism, who days before were openly questioning their own governance in a way that would have resulted in the concessions that trump has wanted. The Iraqi’s voted to have Americans removed from their country. Our NATO allies are pissed because they were not given prior notification of the strike. Our allies are at increased risks from an Iranian theocracy re-engaging in nuclear armaments with the newfound support of their populace. Our allies are in immediate jeopardy of retaliatory strikes on their homelands where American military interests are housed. trump was presented a list of possible re-actions to take in response to the storming of our US embassy in Iraq, and he chose the most severe on the list, the Soleimani strike without considering the consequences. In his typical shoot first, then rationalize and defend his decision after the fact approach- he claimed Soleimani was planning near term major attacks, something that our intelligence agencies did not seem to know about beforehand, having stated immediately after, that there was no heightened chatter or indications of any immanent threat. In testimony to Congress even trump’s enablers in the trumpublican party were outraged when they were told, ‘just trust us- we need a show of unity’, apparently because they could not justify trump’s claims. Iran showed remarkable restraint in it’s rocket attacks, apparently targeting areas that would not risk American lives and leaking details that gave our troop’s hours notice to get to cover- I would bet this was done so that trump could not claim that this was the immanent threat that he, after the fact, tried to claim was the rationale for authorizing Soleimani’s execution. I do not think this is over. Congress needs to re-assert it’s legal ability to authorize military actions with significant geopolitical risks. Our Congressional committees must be notified before the Israeli government or fellow golfers at Mara LOCO; I would think that better options would have been taken. Just a reminder, neither trump nor any president is ever elected to ‘run’ our country- they are elected to ‘represent’ the people of this country, whose collective needs and desires are represented by the House primarily and the Senate to assure States rights are considered. Trump is becoming increasingly unstable, controls are needed. He should be removed from office because he is needlessly endangering us all.

Starting wars is not up to the President; it's up to Congress. The Authorization for the Use of Military Force (AUMF) from 2001 was meant to pursue the terrorists of 9/11, not for expanding military actions throughout the Middle East and against any country or group suspected of terrorism. Congress has ceded way too much power to the presidency in the past 20 years and it has to stop: we don't want a dictator or king. It's time to revoke the AUMF and write new laws around starting war. America cannot afford another war and we cannot continue to pursue military action for any reason chosen by any president.

Argument opposed

Congress shouldn’t waste its time by considering a non-binding resolution that won’t do anything to restrain the executive branch’s war powers with respect to Iran. House Democrats are using this resolution to score political points and undermine the action taken to eliminate Iranian General Soleimani, who was responsible for killing hundreds of Americans & destabilizing much of the Middle East.

President Trump took out a bad guy who needed to be eliminated. I trust the administration and our military intelligence far more than the House of Representatives and the left members who do nothing but hinder progress.

    YES! President Trump is intentionally ignoring the War Powers Resolution (Act) of 1973. That resolution has the effect of federal law. In all matters of war, Trump is constitutionally and statutorily accountable to the People via their elected representatives in Congress.     The President of the United States, the Commander in Chief, has the authority to put troops on the ground and to defend the United States of America. The weak and incompetent ass in office before him was allowed to use this authority without lib tears, so it's only out of your hatred you want to stop Trump? Hypocrites. Yes, it takes a vote from Congress to keep the troops there, but he does have the authority to put boots on the ground. He ordered a strike on a terrorist behind the killing of hundreds of Americans. And you libs side with the terrorists?! Terrorist leader omar has said that we cannot sanction Iran, because it is economic warfare, but a year ago demanded that Israel be sanctioned...     This is an unsanctioned action which is outside the scope of the Iraq AUMF and the War Powers Act of 1973. To allow this use of authority and now the precedent to use any appropriations authorized by Congress to address this ‘self inflicted emergency’ would not only imperil the country from a security standpoint it would also invariably upend all Congressional control over spending.

In the fast paced world we live in today every act of defending our national interest can not wait on an act of Congress. None of you guys can accomplish any thing except for infringing on the rights of Americans with any type of urgency.

    Congress is the branch that engages military force, per the U.S. Constitution. Trump’s cooked up “imminent” threat is pitifully unsupported. The dead general was a very bad man, but the act of killing him required Congress in on the hit. Trump is out of bounds all over the place. He too is a very bad man if you haven’t noticed.

    I can't believe this is even a discussion. As a vet, I am thoroughly disgusted by the Democrats attempt to disrupt responses that are saving American lives. Soleimani was a horrible man that tortured and killed thousands. If these were nazi guards we would demand their permanent detention for war crimes now and immediate death when active. Why do we not hold terrorists to the same standard?

    I believe that Pelosi’s rebuke of the president is another display that she thinks she is the president. The Democrats would rather allow Mid-eastern aggression and have our service people killed. If we are going to maintain a presence in the Middle East we have a right to protect our interests...including embassies. Has Pelosi forgotten that an attack on the American Embassy is the same as an attack stateside...an act of war. But the Democrats would rather love everyone, even those that wish to destroy our beliefs and way of life...remember the murder of Americans in Benghazi allowed by the Democrats. Pelosi has to go.

    Thank you, Jared Golden. This measure to return war powers to Congress is much needed. Congress apparently not only was not informed before Trump’s recent act of war against Iran; Congressional members with classified clearance to receive the supporting evidence and justification for the attack did not even receive that information in the briefing given earlier today!!!!! Trump needs to stop acting like a dictator, and start acting like a President. Since there seems to be no indication that will happen any time soon, Congress needs the ability to step up and prevent impulsive actions that are potentially against national interest. . . such as an act of war that is not done in a rational manner (with no end-game planning and no planning for unintended consequences.)

    Until we know that there was an ABSOLUTE THREAT to justify the killing one of Iran's leaders, we should be looking at that killing as an out right MURDER. Are you an accessory to that murder? It is time to become transparent and honest with the people of this country and stand for truth and justice for ALL regardless of there country.

    No President has the sole authority to unilaterally enter the US into war. It was wrong when Bush did it, wrong when Obama did it, and still wrong as Trump orders the assassination of a foreign military leader. I know it’s been over a century, put it was the assassination of Archduke Franz Ferdinand that sparked WWI. Allowing one person to get millions killed in wars based on their ego is insanity. Anyone that supports war with Iran can go volunteer themselves and their own kids to die on that battlefield. Congress has the sole authority to go to war, not a President. Pass an amendment to place a sunset provision on the 2001 bill so no more Presidents can get our brave young men and women killed. Who wants some cowardly politician killing your kids?
