The recipient should be given a choice; give it to the general campaign fund, a charity (501c3), or pay federal, state, and local income taxes on it at the highest tax rate; example 39.6% Federal.
Once the money is donated I don't care what the candidate does with it after the candidate loses/drops out. The candidate can use it on hookers or drugs for all I care. That money belongs to the candidate now.

It's time for campaign finance reform. People in 1989 didn't have a clue of the money being spent today. There needs to be rules that put all campaign funds toward a REAL CHARITY OR give it back - with accounting to be turned in to the federal IRS.
Campaign money that is leftover should go to pay down National debt.

We contribute to a candidate to help him get elected. What is leftover should be returned to the general campaign fund to help others get elected. Using it for personal use? I don't think so. If that is what they 'can' do then I would ask them to return it to the sender - for personal use. Obviously, the candidate didn't need it. On a side note.....in other democratic countries, this would be considered 'fraud'.
All of those aspects seem fair except for being able to donate it to another candidate.
