Trump Signed It, But Now He Wants To Take It Back?

What’s the story?

Politico reports that, disgruntled by details of the $1.3 trillion omnibus bill that he signed into law and facing pressure from fiscal conservatives, President Trump is developing plans to take some of it back. Can he do that?

Maybe. One of the tactics being discussed is the drafting of a rescission bill, the other is reviving the idea of a line-item veto. Let’s review each.

  • Rescission bill: According to the U.S. Senate glossary, rescission is the cancellation of budget authority previously approved by Congress. The president may propose that certain appropriated funds be rescinded. Both Houses of Congress must approve such legislation by a simple majority within 45 days or the funds must be made available as originally approved.

  • Line-item veto: a line-item veto, which allows an executive to veto portions of legislation while leaving other parts intact, was briefly coded into law in 1996, but then deemed unconstitutional by the Supreme Court. President George W. Bush tried to revive it in 2006, but the new legislation never passed the Senate.

  • If President Trump were to propose rescission, he would have to get it passed by the House and Senate by May 7. The drafting and approval of legislation which would pass constitutional muster to again institute the line-item veto would take much longer.

    More evidence of a profoundly impaired person who has no ability to discharge the responsibilities of his office. Because he is uncaring about anything but himself and his own profit, he knows nothing about policy or procedures, his opinions change in the same sentence and depending on who has flattered him and who has not. He has always been corrupt and continues to behave corruptly in the office. He and his sycophants are destroying this country from within.

    Should it be a surprise that the spoiled child was not happy with what he got cause he perceived the Democrats got more trump is a joke of a president and Oklahoma representatives are just his lap dogs when they should be home working on getting our teachers back to work at the level of pay they deserve

    Somebody tell Trump there are no do overs as the President and the leader of the free world. That’s why popping off and saying whatever comes to mind isn’t presidential. All the cuteness and smack talk may make you popular but it don’t make you an effective leader. Settle down and make some good effective decisions - we’ve had about enough of this talk radio cutest nonsense, even your VP is a former radio host. I’m not your fan but I do care about my country you’re running - not very well I hasten to add.

    A real leader would have read what he signed BUT as we all know Trump does not know how to read which that in itself is bad for America. But let’s not forget he only signed the bill so the government wouldn’t shut down and then he would not have been able to go to Mar a largo for the weekend and also on that same weekend the March for our Lives was in DC and believe me he was a scared little chicken and wanted to bolt out of town.

    No! Congress and the President pushed for this bill only to take advantage of the situation. There should not be a line veto after the fact or the whole thing should be invalid. In divorce agreements, it’s a give and take, imagine if for instance it was negotiated that the husband kept his pension and wife got home equity. Then after the fact the husband line vetoed the home equity and the wife had neither? This is what is being proposed it is good old con man bait and switch! Never should this tactic be legal in a democracy.

    He should absolutely attempt to remind as much as he can. The US is $20T in debt, now trending to $21T partly because of the waste in this bill. Going forward, the OMB should use revision to cut discretionary spending by at least 10% per year. Although that still doesn’t make much of a dent in the debt, it is responsible policy to trim waste and duplicative programs out of the budget. $20 TRILLION!!!! The only place that number isn’t astronomical is in Washington.

    45, The president's job has always been reading bills and deciding whether to sign them! Always! And negotiating compromises so that the bills that reached the President were ones the President would want to sign was the mark of a successful president. That's why when you told people you were a master negotiator it was an important thing, because they thought you could get congress to make some important agreements & solve problems. If you can't or won't do that you have broken another promise you made to the people who voted for you. You only have four years to show us you can do all the things you said you can, and one year is already gone.

    Trump signed it so the government wouldn’t run out of money. He didn’t like it and said so at the time he signed it. It was far too bloated because of the the extra things tacked on to it by both parties. Now with the good name of our government restored and paying our government’s bills, he wants to look at ways to pare it back to a more reasonable level. After all isn’t being $20 TRILLION in debt enough for any one nation? After all, they are sticking our children and grand children with a lower standard of living because of their inability to “Just Say NO!” To this excessive spending.
