What Matters in Trump’s Budget: Health Care Edition

Do you support the health care priorities laid out in the budget?

Presidential budget proposals — all of them, no matter the president — are aspirational. They are not bills with the potential to be signed into law; they are statements about an administration's priorities.

Between the lines: With that in mind, here are the health care highlights from the budget proposal the White House released yesterday.

Things that only matter politically:

  • The budget still embraces Republicans' failed repeal-and-replace policy, including its enormous Medicaid cuts.
  • That's not going anywhere in Washington, but it'll be a big deal for Democrats on the 2020 campaign trail.

Ideas to watch:

  • Trump's budget proposes big payment cuts for brand-name drugs that enter into "pay for delay" settlements — agreements in which they pay a potential generic competitor to stay off the market, which keeps other generics at bay, too.
  • It proposes an annual fee on e-cigarette makers to help fund FDA regulation of their products. Cigarette companies already pay such a fee.
  • And it calls for capping seniors' out-of-pocket drug costs.

The details:

  • Budgets are about money, and this one would cut several HHS offices.
  • The National Institutes of Health would lose almost $5 billion (Congress will never go along with that), while the FDA would get a slight bump.
  • HIV/AIDS activists praised the budget for including nearly $300 million toward Trump's plan to "eliminate the HIV epidemic" within the U.S., but criticized its proposed cuts to housing and other social services, as well as international HIV prevention efforts.

What's next: HHS Secretary Alex Azar heads to Capitol Hill for hearings on the budget today (before House Energy and Commerce), tomorrow (House Appropriations) and Thursday (Senate Finance).

    A budget should reflect the will of the people and not a bigger checkbook for Trump. We wouldn’t pay someone 1,500 a week to mow our lawn. Sounds exaggerated doesn’t it. So is our cost for health care. Is this capitalism? It’s highway robbery. Hey people! Time to demand a single payer insurance. If we really want to be fiscally responsible we have to act accordingly.

    While I do support the cuts it’s not enough. As far as repeal and replace, that’s a joke, repeal only, NO REPLACE! Get government out of healthcare.get government out of everything!

    We don’t need to cut more social services, but regulate them tighter so the abuse of them can be minimized. And waste can be controlled better.

    There is no need for a Wall at the US/MEXICO border. There are already security barriers in place, but building a proposed massive Wall will have dire consequences to the environment and the communities along the route. My question has always been, whose going to benefit from the Wall? Watch who the contractor will be. A friend of Trump? He has a Chinese woman, owner of the massage parlor where Kraft was arrested for solicitation, broker access for the Chinese government to the Trump administration. She has a membership at the Trump's Mar-a-lago resort.

    To my representatives Rob Portman and Steve Chabot. DO NOT let Trump and the Republicans cut Medicare! Get some balls and stop this! You don’t get to cut taxes for the rich and cut Medicare for those that depend on it! I will personally make sure you are not re-elected if you allow this to pass.

    It is a start. The Republicans failed when they did not complete the repeal and replace. That needs to be finished because now a bunch of middle class people don’t have health insurance but had been forced to pay for others’. Prescription drug prices do need to go down and definitely cap the costs for seniors. Let’s get healthcare and health insurance back into the free market to drop prices and make it more attainable again.

    This is nothing more than a crap sandwich. Maslow’s hierarchy of needs, which healthcare factors into, is a a good place to start a budget. Factor out from there.
