What is S. 2183?
(Updated July 13, 2017)
This bill was enacted on April 3, 2014
Gets some freedom of the press going in Ukraine and neighboring regions. The area will receive both Radio Free Europe/Radio Liberty (RFE/RL), Incorporated, and the Voice of America (VOA) service. Brings in western journalism to counteract "misinformation provided by Russian or pro-Russian media outlets". Increases number of reporters in the area,"especially in Crimea". Includes programming in Ukrainian, Russian and Tatar languages.
Argument in favor
The opinions and views of the Ukrainian people are not being accurately represented in Russian-dominated mass media. Russian forces have seized at least five TV stations in Crimea and have taken over transmissions, offering strict pro-Russian programming 24/7.
Argument opposed
Presupposes western media as fair and balanced. From the act's text: "United States international programming exists to advance the United States interests and values…".
Impact
Impacts Ukraine and neighboring regions' access to pro-western media.
Cost of S. 2183
"There is authorized to be appropriated for fiscal year 2014, in addition to funds otherwise made available for such purposes, up to $10,000,000 to carry out programming in the Ukrainian, Balkan, Russian, and Tatar language service of RFE/RL, Incorporated, and the Voice of America…"
