"In this case we saw an original House bill, HR 4152, that provides for sanctions against individuals related to the Ukraine culture of corruption as we see it. When the Senate introduced its bill, S 2124, it met with a favorable cloture vote but the Minority took exception with wordage requested by the White House that would revise the International Monetary Fund, a source of financial aid for Ukraine. The bill partially funded itself through rescission’s from other related programs.
"With that, the House came up with another Ukraine aid bill, HR 4278, that is silent on IMF wordage. It is very similar to current Senate action to amend HR 4152 by substituting the content of HR 4152 with S 2124 but without the text regarding the IMF thereby satisfying the Minority objections to IMF changes at this time.
"Passage of the Senate amendment to HR 4152 sets the stage for a regular order resolution of the House and Senate differences; a Senate / House Conference to iron out differences leading to passage in both bodies of a clean, bipartisan bill the President can sign."
